This is to file a complaint before the Vigilance Cell running as per the provision of the PCO No. 384-2019 against the IIC, SDPO, and SP of Town PS of Bargarh for serious misconduct, abuse of power, illegal acts and omissions, involvement in gross irregularities, and engagement in rampant corruption as mentioned below.

01. That the FIR of Sukumar Nayak was filed on the date. 23-01-2026 was not registered as the same was filed using the CCTNS registration No.24494007072600012, till the filing of this complaint. ie, 45 days where the rule mandates the registration of the same within 24 hrs. and uploading of the same, thus committing contempt of court as well as crime u/s 198,199,201,204 of BNS-2023.

02. That, the IIC and the SDPO has made themselves unreachable and unapproachable for the citizens as well as for the legal practitioners as both are not picking their SUG mobile Phones. it is very strange that the police station is not picking the CUG phone.

03. That, there is no compliance of the Odisha Rights to Public Services Act-2012 in the police district of Bargarh even if the direction were issued by the Chief Secretary Shri Manoj Ahuja in January -2025

04. That, the District Police Complaint Authority is not running at all violating the rule of law and the guidelines of the apex court issued in the case of Prakash Singh Vs UOI, 2006.

05. That, the IIC is not providing the information through RTI application thus kept the citizens and litigants in darkness.

06.That, nothing has been done by the ACP/SDPO to comply with the POC No.280-86.

07. That, nothing has been done by the SPs/DCPs and DMs to comply with Rule 37(a) and 21 of the Odisha PMR, which mandates the regular inspection of the police stations which caused the police station to become the torture and extortion centre.

08. That, the complainants have reason to believe that the District police have relinquished the policing job.

So please take urgent cognizance into the matter and oblige.
