This is to file a complaint before the District Police Complaint Authority, Koraput, against the PIO and the transparency officer of the SP office, Koraput, for professional misconduct, abuse of power, illegal acts and omissions, involvement in gross irregularities, and engagement in rampant corruption as mentioned below.

01. That PIO did not mention which RTI application he had disposed of.

02. That, The PIO never provided her name and contact details.

03. That. The PIO never provided the name and contact details of the FAA.

04. That, The PIO never complied with the direction of the state Govt. issued vide the notification No. 18311 Dt. 22-11-2023

05. That, the PIO misbehaved with the applicant lawyer and cut the telephone call.

06. That, the order Dt. 27-02-2026 was committed by putting the future date of 27-03-2026, and the same is received on 09-03-2026 via email. The order is found to be a cryptic one and has no reason assigned to it, which proves that the PIO has sublet his work to a section officer who is impersonating the PIO and disposing of the RTI application illegally and arbitrarily.

09. That, nothing has been done by the PIO of the SP, Koraput, to publicize any information on the RTIOdisha portal, the Koraput District police department has not constituted and launched any official website like PURI and ANGUL. No compliance ever made to the direction of the Govt. issued vide the notification No. 18311 dated. 22-11-2023, which was issued as per the guidelines of the apex court issued in the case of Kishan Chand Jain Vs UOI, W.P. Civil no. 360 of 2021.

10. That, upon question the lady PIO Manobrata Sathpathy misbehaved with the complainant’s legal practitioner and cut the phone call.

So please take urgent cognizance of the matter and compensate the aggrieved in the light of the Orissa High Court guidelines issued in the case of Hemanta Nayak Vs UOI, W.P Civil No. 12399 of 2024
