It is the obligatory duty of the officer in charge of a police station to register the FIR if it disclosed the commission of the cognizance offence as per the provision of the section 173(1) of the BNSS-2023 and the guidelines of the apex court issued in the case of Lalita Kumari Vs State of U.P., 2014 2 SCC 1 but the IIC of the Town Police Station Bargarh has not respect for the rule of law and the guidelines of the apex court as the complaint filed on Dt. 23-01-2026 vide CCTNS registration No. 24494007072600012 was not registered as FIR, and a free copy of the same was not supplied to the victim or informant.

That the applicant, being the legal practitioner has reason to believe that the SDPOs are not inspecting the police stations as per the provision of the PCO No. 280-86, the SPs and the DMs are not inspecting the police station as per the provision of Rule 37(a) and 21 of the Odisha PMR-1940, respectively. The senior police officers are not inspecting the offices of the SDPOs, SPs etc. as per the provision of the rule 36 of the Odisha PMR-1940  and the same has been done under a deep-rooted criminal conspiracy, intentionally, dishonestly, fraudulently and for the wrongful gain and the deceitful means has caused injury to the masses as the police stations have becomes to torture and extortion center where every officers are engaged in the Operation of the Paisa Vashooli Racket by constituting the Organised Crime syndicate and have relinquished the job for which they have appointed and taking regular salary from the taxpayers money.

 

  1. The applicant has reason to believe that the District Police Complaint authority is not constituted and running at the SP office as per the guidelines of the apex court issued in the case of Prakash Singh Vs UOI, 2006.

 

  1. The applicant has reason to believe that the District Empowered committee is not constituted and running at the DM office as per the provisions of the Odisha State Litigation Policy-2011

 

  1. That, the applicant has reason to believe that no steps are taken by the District Administration of Bargarh to comply with the provisions of the Odisha Rights to Public Service Act-2012, as the FIR should be registered within 24 Hrs and publish the same in the website.

 

  1. That, nothing has been done by the DGP office to constitute and run the Vigilance Cell as per the provisions of the POC No.380-2019

 

  1. That, nothing has been done by the Home Department To monitor the affairs of the police department and its instrumentalist as the same is sleeping like KHUMBHKARNA and engaged in the running of the Paisa Vahooli Racket in transfer posting. The Home Department is not redressing the complaint file against the police officer which proves that all are working on Quad Pro Quo basis.

That the acts and omissions of the IIC of the Bargarh PS and others are not only professional misconduct, abuse of power, illegal acts and omissions, gross irregularities, involvement in rampant corruption, but also contempt of court, and the victims are free to approach proper forums to get their constitutional remedies against the injuries caused to them and for the same;
