Subject: Complaint Petition u/s 18 of the RTI Act-2005 against the following public instrumentalities for violating the provisions of section 4(1)(b) and 4(2) of the RTI act-2005 ie. non-registration, publishing, and providing of the FIR in the brutal murder and mob lynching case of the deceased R.Raja Rao by the Chhatrapur Police Station of Ganjam

Sirs,
This is to file a complaint u/s 18 of the RTI Act 2005 against the District Administration and Police Department of Koraput, including the PIO, of SP office Koraput for professional misconduct, abuse of power, illegal acts and omissions, involvement in gross irregularities, and engagement in rampant corruption as mentioned below.
01. That, PIO did not mentioned that which RTI application he has disposed off
02. That, The PIO never provided her name and contact details.
03. That. The PIO never provided the name and contact details of the FAA.
04. That, The PIO never complied with the direction of the state Govt. issued vide the notification No. 18311 Dt. 22-11-2023
05. That, the PIO misbehaved with the applicant lawyer and cut the telephone call.
06. That, the order Dt. 27-02-2026 was committed by putting the future date of 27-03-2026 and the same is received on 09-03-2026 via email. the order is found to be cryptic one and having no reason assigned to it which proves that the PIO has sublet his work to a section officer who is impersonating as the PIO and disposing the RTI application illegally and arbitrarily.
07. That, the SPs and DMs are not inspecting the police station as per the Odisha PMR, which caused the police station to becomes the torture and extortion centre while innocent citizens are getting killed in public places.
08. That, the guidelines issued by the competent authority, CID CB vide notification No. 03/2018 was not complied with by the District Administration of Ganjam, which caused injuries to the masses.
09. That, nothing has been done by the PIO of the Chhatrapur police station to publicize any information in the RTIOdisha portal, the Koraput District police department has not constituted and launched any official website like PURI and ANGUL. No compliance ever made to the direction of the Govt. issued vide the notification No. 18311 Dt. 22-11-2023, which was issued as per the guidelines of the apex court issued in the case of Kishan Chand Jain Vs UOI, W.P. Civil No. 360 of 2021
10. That, the above allegations proves that the District Police Department and its officers have no respect for the rule of law, directions of the competent authority(s) and courts and the guidelines of the apex court as the Transparancy officer is sleeping like KHUMBHAKARNA.
