Complaint to OHRC for Non Registration of FIR by police

This is to file a human right complaint  against the IIC, SDPO, SP, DM and other police officers of the Town PS , Bargarh for serious misconduct, abuse of power, illegal acts and omissions, involvement in gross irregularities, and engagement in rampant corruption as mentioned below. 

01. That, nothing has been done by the District Police Department to comply with the “ZERO TOLERANCE TO CORRUPTION” policy of the state and the direction issued vide the PCO no. 110 of 2024 Dt. 24-11-2024, which mandates curbing the paisa vashooli and extortion racket operated by the District Police. 

02. That, nothing has been done to comply with the rule of law, direction of the competent authority, the guidelines of the Supreme Court guidelines issued in the case of Lalita Kumari Vs State of UP. 2014, which mandates the police to register and upload the FIR within 24 Hrs if the report disclosed a cognizable offence, but nothing has been done to register the FIR of Sukumar Nayak, Dt. 23-01-2026 submitted in the Town Ps Bargarh  which was filed using the CCTNS Registration No. 24494007072600012 on Dt. 23-01-2025 till the filling of this complaint ie. 45 days has been lapsed.

03. Nothing has been done by the SDPO to comply with the direction of the PCO No. 280-86, which mandates the regulation inspection of the police station to comply with the rules of law. 

04. That, nothing has been done by the SP of the District to comply with the provision of Rule 37(a) of the Odisha PMR.

05. That, nothing has been done by the DM of the District to comply with the provision of Rule 21 of the Odisha PMR, which caused the Town PS to become a torture and extortion centre,

06. That, Both the IIC and the SDPO are not picking up their CUG mobile Phone thus making themselves unreachable and unapproachable for the citizens and legal practitioners. 

07. That, there is no compliance of the Odisha Right to Public Services Act-2012 at all even if the Chief Secretary has issued to direction and warning to the DM

08. The above allegation proves that the public servants of the District Administration, Police, Prosecution, and judiciary have no respect for the rule of law that prevails in this country 

So you are requested take urgent cognizance into the matter and compensate the aggrieved adequately.
